The Kyoto Protocol came into effect on 16 February 2005. It provides the first ever framework for international action with binding targets and timetables for reducing greenhouse gas emissions. Over 140 countries have ratified it. The protocol represents a very important milestone in tackling climate change. However, the world’s largest emitters made it clear they will not participate. Countries that ratified the Protocol could engage in emissions trading with each other, which would reward countries achieving reductions in excess of their targets.
